The clean, linear path imagined evaporates, replaced by a fog of uncertainty.

The core problem becomes apparent: the term “online application” is a misnomer in this context.

• Original Foreign Driver’s License: The applicant’s existing, unexpired license from their home country serves as the basis for the conversion. Photocopies of both the front and back are necessary.⁹
• Certified Chinese Translation of License: This is a major potential hurdle. A self-made or unofficial translation will not be accepted. The translation must be performed and certified by an officially recognized translation agency or notary office (公证处, gōngzhèng chù).¹¹ The 车管所 can often provide a list of approved local services, and it is wise to use one of them to ensure compliance.
• Passport-Style Photos: The visual element of the score. The specifications are exacting: typically 1-inch in size, on a pure white background, with ears clearly visible. Applicants should not wear white or light-colored clothing, as it can interfere with the photo’s background requirements.³ The most prudent strategy is to have these photos taken at the designated photo booth within the 车管所 itself. These are often special photos printed with the applicant’s name and ID number, which virtually eliminates the risk of rejection for non-compliance.⁹
• A Chinese Name: A small but permanent detail. Applicants must provide a Chinese name (any characters are generally acceptable). This name will be printed on the final license and cannot be changed later, so a moment’s thought is worthwhile.⁹

The narrative from those who have gone through it is consistent: the process involves a simple vision test for acuity and color blindness, a basic hearing check, and a confirmation of limb function, sometimes as simple as holding up one’s hands to the camera.⁹

The cost is minimal, and the entire procedure is often completed in under 15 minutes.

Once passed, the stamped medical report becomes the final note to be added to the conductor’s score, ready for the next movement.

2. Live Face Scan (活体检测): The app initiates a “liveness detection” or “real-person authentication” (实人认证) process. The user must position their face within an on-screen frame, often blinking or turning their head as prompted, to prove they are a live person and match their ID photo on file.¹⁷
3. Complete Registration: Upon successful facial recognition, the registration is complete, and the user is granted full access.

Troubleshooting the Overture: Common Registration Errors

This initial digital step is where many foreigners encounter their first real frustration.

The system is particular, and error messages can be opaque.

• Problem 1: “ID/Phone Number Already Occupied” (身份证号/手机号已被占用): This is the most common error. It does not mean someone has stolen the applicant’s identity. Rather, it often means the traffic management system has already created a placeholder account for the individual when their information was first entered into a government system (e.g., upon issuance of a residence permit). The solution is not to re-register. Instead, the user must select the “Forgot Password” (找回密码) function and use their ID number and phone to reset the password for the existing account. If SMS codes aren’t received, the “User Information Appeal” (用户信息申诉) feature is the next step.¹⁸
• Problem 2: “Cannot Receive SMS Verification Code”: If the mobile number on file with the authorities is outdated, SMS codes for password resets or verification will fail. The app provides a solution: if the user has an Alipay account registered with the same ID number, they can use Alipay for auxiliary identity verification, which can then allow them to update their phone number directly in the app.¹⁸ If this fails, a physical visit to the 车管所 is required.
• Problem 3: “Face Scan/Photo Upload Failure”: While this is more common when applying for the final electronic license, it can occur during registration. The system is sensitive to lighting, background, and clothing. Official advice is to use a plain white background, avoid light-colored clothes, ensure good, even lighting, and never re-upload the same photo that has already been rejected.³

The Conductor’s Command: Booking the Theory Test (预约考试)

Once the application has been submitted in person at the 车管所 and accepted, the “交管12123” app’s primary function for the new applicant comes into play: booking the theory test.

The conductor navigates to the 【业务中心】 (Business Center) section and selects 【考试预约】 (Exam Booking).²¹

All the preparation—the paperwork, the medical check, the app registration—builds to this moment: the crescendo of the symphony.

This is the final performance, the 科目一 (kēmù yī) theory test.

It is a high-stakes, high-pressure event that determines the success of the entire endeavor.

科目一, officially the “Road Traffic Safety Laws, Regulations, and Related Knowledge Exam,” is a formidable challenge.²⁴

The test is administered on a computer, and applicants have 45 minutes to complete it.
